There can be a number of reasons that the phone will not dial the base modem

• Check that the phone is connected and has power
• Set the phone into data mode
• Turn off the phone and restart it.
• Make sure that DTR is being ignored
• Set the init string to AT E1
• Does the Survey Controller display a dialing message?
• If no then we have a cabling/DTR/flow control issue
• If yes then the modem is talking to the receiver, and we have a dialing  problem
• Check that you have celluar service
• Check that the dial prefix is set to ATDT
• Try dialing manual using hyperterminal, type ATDT number.
• If this doesn't work then you have a phone problem.
